- Speaker: Anirban Basu, Chairman & CEO, Sage Policy Group, Inc.
- Description: Is the US economy headed for recession, or can America weather emerging trade wars, associated cost increases, and uncertainty? This presentation focuses on US and regional economic performance with an eye toward identifying emerging risks to what has been the world's most envied economy. Among variables of interest are interest rates, employment growth, real estate valuations, and a variety of leading economic indicators.

10:05 am – 10:55 am: GFOA Code of Ethics
- Speaker: Mike, Mucha, Deputy Executive Director, Government Finance Officers Association
- Description: Knowing what’s right and doing what’s right can yield different results when it comes to trust in government. GFOA’s Code of Ethics provides a playbook for how finance professionals can earn the trust of the public and lead their colleagues to serve and uphold principles of fairness, honesty, reliability, and community service. Attend this session to hear highlights from GFOA’s research on behavioral science, justice, fairness, and ethics and how you can work to build policies that reflect organizational values and provide guidance when facing difficult and complex real-life scenarios.

- Speakers: Michael Baskin, Chief Innovation Officer, Montgomery County, MD
- Description: No new money, no new people, no new technology ... and new, better outcomes? In this participatory keynote, we'll explore how to make process innovation happen on our teams and in our organizations. We'll learn about real world examples from Montgomery County's Innovation initiatives and explore the connections between observations and outcomes. You'll walk away ready to go with at least three new connections, two new tools, and one new way to see opportunity.

- Speaker: Robert J. Rehrmann, Director, Bureau of Revenue Estimates
- Description: This presentation will discuss trends in Maryland's economy and their impact on State and local revenues, especially the income tax. It will also touch on the budget outlook for the state and some likely revenue/budget issues for the upcoming legislative session.
3:30 pm – 4:20 pm: Performance Management/Strategic Planning for Operations
- Speaker: Andres Villarraga, Policy Analyst & Advisor, Commissioners’ Office, WSSC Water
- Description: This session highlights how WSSC Water’s governance framework guides both the development and execution of the Strategic Plan to align daily operations with long-term priorities. Attendees will explore approaches to setting performance expectations, integrating operational insights into the planning process, and tracking progress through key performance indicators. The session will emphasize the governance role in ensuring transparency, strengthening decision-making, and maintaining accountability as WSSC Water advances its mission to deliver safe, reliable, and affordable services to the community.
